Deal Pump Station Shoreline Protection in the Borough of Deal

NOTICE TO BIDDERS NB-1

Notice is hereby given that sealed bids will be received by the Board of Commissioners of the Borough of Deal for the project entitled “Deal Pump Station Shoreline Protection in the Borough of Deal, Monmouth County, New Jersey” at the Borough Hall, Durant Square at 10:30 a.m. prevailing time on Thursday, November 5, 2015 at which time they shall be opened and read aloud.

The work shall include but not necessarily limited to the following: Provide all materials, equipment, labor, services and all else necessary for installation of a stone revetment wall system. Work shall consist of 90 linear feet of new stone revetment wall along with 150 linear feet of additional raised stone revetment protection along existing system in front of the pump station, clean backfill, all restorations and other related work.

The specifications and other contract documents for the proposed work, prepared by Leon S. Avakian, Inc., Consulting Engineers, 788 Wayside Road, Neptune, NJ may be examined at the office of the Engineer during business hours. Bidders may obtain one copy thereof upon proper notice and payment of a non-refundable charge of $100.00 to defray the cost thereof. Checks shall be written to the order of Leon S. Avakian, Inc. for each set of documents.

Bids must be made on the standard proposal form in a manner designated therein and required by the specifications. They shall be enclosed in an opaque sealed envelope addressed to the Board of Commissioners of the Borough of Deal bearing on the outside the name of the bidder, his address and the name of the contract for which the bid is submitted. Bids must be accompanied by a certificate from a surety company stating that it will provide the specified performance and maintenance bonds in the event that the contract is awarded to the bidder.

Each bid must be accompanied by a certified check, cashier’s check, or bid bond for ten percent of the amount of the bid, not to exceed $20,000, drawn upon an incorporated bank or trust company, payable to the Borough of Deal, as guarantee that in case the contract is awarded the bidder, he will, within ten days thereafter execute such contract and furnish satisfactory performance bond. Upon failure to do so, he shall forfeit the deposit as a partial satisfaction of liquidated damages and the acceptance of the bid will be contingent upon fulfillment of this re-quirement by the bidder. The checks of all bidders will be returned according to law. No interest shall be allowed upon any such check.

Bidders are required to comply with the requirements of P.L. 1975, c,127., N.J.A.C. 17:27 (Affirmative Action) & P.L. 1977, C-33 (Ownership Disclosure).

The Contract shall be awarded, or all bids rejected, within sixty days from the receipt of bids or within such extensions of time as permitted by law.

The Board of Commissioners reserves the right to reject any and all bids, or to waive informality of any bid.
